Senior Civil Engineer

Job Overview
We are seeking a highly qualified Senior Civil Engineer for our client in Saudi Arabia to provide program-level civil engineering expertise and technical governance for a major multi-work-package land and infrastructure development program in Riyadh, Saudi Arabia.

The role will provide technical expertise, engineering assurance, and collaborative oversight in reviewing and monitoring civil designs across the program. The successful candidate will ensure technical submissions are integrated and compliant with approved design criteria, infrastructure strategies, statutory requirements, and operational needs.

Key Responsibilities
Review and assess civil engineering reports, design calculations, drawings, specifications, technical studies, and engineering submissions for compliance with approved standards, regulations, client requirements, and project objectives.
Evaluate engineering methodologies, constructability, maintainability, operational performance, safety, and lifecycle considerations for civil infrastructure works.
Review civil engineering aspects of site development, grading, earthworks, utility corridors, infrastructure networks, and associated civil works.
Coordinate multidisciplinary technical reviews to ensure effective integration of civil engineering, roads, drainage, utilities, irrigation, transportation, landscape, and other infrastructure systems.
Support engineering assurance processes by reviewing technical deviations, design modifications, and compliance with applicable standards and specifications.
Assess civil engineering implications of design changes, scope modifications, value engineering proposals, and construction methodologies.
Provide technical recommendations on engineering risks, constructability, cost, schedule, quality, maintainability, and lifecycle performance.
Support resolution of technical issues during design development and project implementation.
Identify opportunities for innovation, continuous improvement, and improved engineering performance.
Coordinate with developers, consultants, contractors, utility providers, government authorities, and regulatory agencies on civil engineering matters and technical approvals.
Prepare technical assessments, engineering review comments, reports, executive summaries, and recommendations for management and client representatives.
Participate in technical workshops, design coordination meetings, multidisciplinary reviews, and stakeholder engagement sessions.
Qualifications & Experience
Bachelor’s degree in Civil Engineering from an accredited university.
Chartered professional membership or equivalent professional accreditation is preferred.
Minimum 15 years of professional experience in civil engineering, infrastructure delivery, land development, transportation, utilities, or major capital projects.
Experience with PMCM, PMC, consultancy, developer, contractor, or client-side organizations.
Experience on major infrastructure and land development programs in Saudi Arabia or the GCC is highly preferred.
