Job Description

Job Overview
We are seeking an experienced Senior Cost Engineer to provide comprehensive cost engineering support for large and complex projects within the Upstream Oil & Gas and Energy sectors. The role will focus on cost planning, monitoring, forecasting, contract cost management, change orders, and financial reporting throughout the project lifecycle.

The ideal candidate will have strong experience in upstream oil & gas, petrochemicals, refining, LNG, midstream, pipeline, or power generation projects.

Key Responsibilities
Provide cost engineering expertise and coordinate cost management activities across project teams.
Prepare and review the cost components of Engineering, Procurement and Construction (EPC) contracts.
Collect, monitor, analyze, and report project cost information to the Project Manager and management.
Monitor cost performance, expenditure, forecasts, commitments, and budget utilization.
Review and analyze contractor claims, variations, and change orders and provide cost recommendations.
Support contract negotiations and evaluate commercial and cost implications of proposed changes.
Identify potential budget overruns and initiate appropriate corrective actions when forecasts indicate that allocated funds may be exceeded.
Prepare regular cost reports, forecasts, dashboards, and management updates.
Support project teams with cost reviews, estimates, and financial analysis as required.
Promote cost-control best practices and continuous improvement in project processes.
Maintain awareness of developments in cost engineering, construction practices, market conditions, and industry standards.
Review construction activities, contractor performance, and project developments to support accurate cost forecasting.
Provide technical guidance and mentoring to junior engineers and team members.
Maintain strong technical documentation and reporting throughout the project lifecycle.
Qualifications & Experience
Bachelor’s degree in Engineering, Construction Management, Economics, Business Administration, MIS, Accounting, or a related field.
Minimum 12 years of experience in cost engineering, including at least 5 years on petrochemical, refinery, pipeline, power generation, or similar major projects.
Strong understanding of construction practices, materials, equipment, and project execution.
Experience in EPC/EPCM project environments is highly preferred.
Knowledge of contract administration, claims, change orders, forecasting, and cost control.
Familiarity with international engineering standards and specifications.
Knowledge of Saudi Aramco standards, particularly for Civil, Mechanical, and Piping disciplines, is preferred.
Strong technical writing, reporting, analytical, and problem-solving skills.
Proficiency in relevant cost management and project management software.
Strong interpersonal and communication skills.
Ability to mentor, motivate, and develop junior Saudi engineers and other team members.
