Project Development Engineer
Job Description
Job Summary
We are seeking an experienced Project Development Engineer to lead the planning, feasibility, and early-stage development of high-rise residential and commercial construction projects in the GCC. The role focuses on transforming concepts into viable projects by coordinating design, cost, technical studies, and authority approvals while ensuring alignment with client objectives and regional regulations.
Key Responsibilities
- Lead project development activities from concept design through pre-construction stages.
- Conduct feasibility studies, including technical, financial, and regulatory assessments.
- Coordinate with architects, consultants, and engineering teams to develop optimized design solutions.
- Review concept, schematic, and detailed designs to ensure constructability and compliance.
- Prepare and manage project budgets, cost estimates, and development schedules.
- Liaise with local authorities and municipalities to obtain required permits and approvals.
- Ensure compliance with GCC building codes, zoning regulations, and sustainability standards.
- Evaluate project risks and propose mitigation strategies.
- Support procurement strategy, tender documentation, and contractor prequalification.
- Monitor project milestones and ensure alignment with development timelines.
- Collaborate with stakeholders including investors, developers, and project managers.
Requirements
- Bachelor’s degree in Civil Engineering or related field.
- Minimum 7–12 years of experience in project development or design management for high-rise and commercial buildings.
- Strong understanding of construction methodologies, materials, and systems.
- Experience in feasibility studies, cost planning, and project scheduling.
- Familiarity with GCC regulations, authority approval processes, and building codes.
- Proficiency in engineering and project management tools (AutoCAD, Primavera P6/MS Project, etc.).
- Excellent analytical, problem-solving, and decision-making skills.
- Strong communication and stakeholder management abilities.
Preferred Qualifications
- Master’s degree in Engineering, Construction Management, or MBA.
- Professional certifications (PMP, PE, or equivalent).
- Experience working with major developers or consultancy firms in the GCC.
- Knowledge of sustainability frameworks (LEED, Estidama, GSAS, or equivalent).
